Yes, this is my impression. 10 IPv6 addresses are made available via the control panel and there's no way (that I can see) to add/use more than 10 IPv6 addresses
(Admittedly, I haven't tried to add/use more than the 10 IPv6 addresses offered)
Just as a remark:
In my experience (I've also had VPSes from them in the past), UltraVPS.eu are a very good provider. They have very reliable VPSes and are very responsive in the case of problems/issues
At the same time, for a typical LET user, UltraVPS.eu will probably seem unusual or unfamiliar in various ways:

No need for cancellation via E-Mail, it can be done via their control panel.
You're right -- I had forgotten this! It's been a while since I last canceled a VPS from them!
And running a network test via speedtest CLI can trigger their "DDoS protection system" (nullroute 12h by default).
Fortunately, support is reactive.
So I'd add the lack of DDos protection and a detection system prone to false positives.
Apart from that, it looks solid
I've actually been them for a while and they are a reliable provider, but I've never bothered with IPv6. I think it is time to promote them in my signature as Prometeus stock has run out at last even though affiliate system ended quite some time ago.
On the plus side, in my experience, their IPv6 works well
I would find it hard to say how many times in the past, I've experienced "quirky" (hit-or-miss) IPv6 connections at various other providers
Actually many providers with in house system don't handle VPS ideally, even the larger guys (I'm looking at you DigitalOcean). Maybe the design and architecture were built in the early days and it is no longer economically feasible to add proper IPv6 support. But for a lot of use cases a single address works, too. So, okay-ish for me.
Of course, it's a technical limitation of their (= UltraVPS.eu 's) control panel that only 10 IPv6 addresses are available/usable, but it was doubtlessly also easier to design the panel in this way
In practical terms, one could also argue that 10 IPv6 addresses should be (more than) sufficient for a VPS
In my view, it's more important that each VPS is assigned a /64 IPv6 subnet -- which is the case here -- because this follows/respects the standard recommendations for IPv6 space allocations
