We were able to obtain a plan from LAYER (Layer.ae) for their Singapore KVM VPS server (with special condition+... on non-spamming email/SMTP usage) , its overall best fit though the 2GB VPS did not meet 100% of our mentioned all requirements.
Layer's VPS performance is very good+better than others (so far), & has 10Gbits/sec Internet connectivity fast (shared) speed.
Layer supports BGP Sessions/Announcement setup.

MetroVPS (MetroVPS.com) in Asia can do BGP Sessions/Announcements (with a small one-time fee), & no restrictions on using Email/SMTP/port25 for non-spamming purpose . Server price is slightly higher than our mentioned requirements, & has lower Internet/network connectivity speed.
Atharva (Atharva.cloud) in Asia can do BGP Sessions/Announcements but in a different non-advertised VPS with very high monthly fee . After asking for BGP support on their displayed VPS, they notified us about the other server/VPS that supports BGP setup . No restrictions on using email/SMTP/port25 for non-spamming purpose usage.
ServerRoom (ServerRoom.net) in EU+USA has low-cost dedi server in USA & EU , & has met+exceeded our mentioned all requirements , ( except the Internet/network connectivity speed, as it has lower speed ) . Our 2 dedi ( 1 in USA & 1 in EU ) servers are working (very) well (so far) , ( only thing so far we noticed is their minor/slight glitch in user-interface, which should be fixed soon ) . Supports BGP Sessions/Announcements setup, Email/SMTP/port25 usage.
We could not finalize EvosHosting (EvosHosting.com) VPS deal in EU , ( as they suffered a node-server hiccup & stopped new VPS deals temporarily, and we could not wait any further ) . in EU they have best deals.
Virtury (Virtury.com) in Pakistan has cloud VPS plan, but it was double price of Layer, & it has lower Internet/network connectivity speed.
We are still interested to know about VPS deals in Asia , that can meet our mentioned all requirements.

I hope you understand that latency (and thus location) does not matter at all for email delivery.... The extra 100ms or whatever means absolutely nothing, especially because most email providers aren't anycast anyway (for reliability reasons).
Yes i do understand, that for emails, this lower connectivity speed is not a big factor at all. But our plan(s) includes other web services/functions that require faster Internet connectivity speed . And we did make sacrifice on choosing VPS/dedi, & decided to shift around some functions to the faster speed VPS.
In short, our 3 VPS will have some functions that are only available+remain only in their LOCAL jurisdictions, and same VPS will also have 2nd set of same functions for "Global" users who selected that during registrations & their data will be synced among all 3 VPS's "Global" section. So our setup/requirements is/was not same as others.
