You can actually have an official reseller agreement to void VAT, at least if you are incorporated in the US. Which we have with them.
Can you please show it? We have asked them and they always say they do not have a reseller program.

Hetzner removes VAT for me because of my EU company, but they do this without any reseller agreement and also the US does not have VAT @ Hetzner in the first place.
Is there any information about any previously known Hetzner resellers being banned by them (not deadpool) ?
They do. They incorporated a branch in New York a couple of years ago and started to charge vat for their US customers. Which is why we did the reseller thing to start with.

They do not have a reseller program. It's called a Non Taxable Transaction Certificate (NTTC) which says that you are reselling Hetzner product and should not pay Vat on it. You send it to Hetzner and they void VAT for you.

I trust you but this is very weird then:
For US companies Hetzner is charging sales tax, not VAT. They started charging this tax last year.
My bad if it is not called vat, I don't rememeber exactly but it was around 8.5% for NM.
Before they opened their US branch it was 0%.
As mentioned by netdynamics it's probably called sales tax and not vat. I'd have to check old invoices.
Contrary to what most people assume, once you are in good business with Hetzner they are quite lenient as long as you pay your bills and respond to abuse notices. I'd say you have to do something quite wrong to be banned from Hetzner, especially as a registered company.
I get weekly abuse notices and the worst that has happened if I fail to respond in time is that the specific IP address is blocked until the issue is addressed.
Hetzner allows reselling and is part of their TOS but they do not provide specific agreements with individuals or companies.
I second that. Regarding agreement as mentioned they don't provide a specific agreement but you can as a US company have an agreement of that kind to void taxes. That makes you "officially" an hetzner reseller. You can do that with any company you resell which charges you taxes.
