I can understand your feelings. When i saw 40-45 stealing in one or of my so called dedicated vds for a week i was shocked. Later i have purchased a real dedicated server and since then i can sleep peacefully at night 😎
If someone says dedicated it must be dedicated that's what expected. But unfortunately every hardware has limit and cpu is not isolated. Thus you can't expect fully dedicated environment from a vds. However provider should handle it professionally as they are legally wrong. They have not said anywhere in their website that you can't bulk order x amount of vds and use them at the same time. so its their fault and they should mutually solve it. But 256 vps is actually too high and i believe it happens due to technical limitations or they dont have enough node free to distribute them, whatever it is as soon as they saw it either they must provide refund ( for remaining days at least since they can't provide what they have offered) or migrate and distribute these vps to different different nodes. Very bad provider 😒

Some German providers (in this case) falsely advertise their VM products as having dedicated CPU cores to make their offerings more attractive, thereby misleading customers. As a result, customers entitled to request a chargeback since the service is not as described.
Everyone that follows the market knows that. Not only they have a specific explanation for "dedicated", but they also use the word "cores" that leaves some margin for discussion.
I have services with Avoro and I know that dedicated != dedicated and cores !=cores, but steal is almost near zero in my case.
They should not promote offers with misleading specifications that defraud less knowledgeable customers.
For this reason, if the OP is not satisfied with the product, he has the right to ask for a refund and act in the most appropriate way to claim his rights.
On the other hand, Avoro should have a mechanism to minimize orders of this volume.
I also don't think it's wise for the customer to buy 400+ servers without talking to the supplier, but it's his business and he should know what he's doing.
The real fraudster is @online7237 here as we got no dedicated popcorn!

SImple solution: 1 customer = max. 3(5) VPS, for more buy dedicated server.

I mean in the early pages, they are basically asking for it, and challenging us to do so. Would love to see the result, and how they wiggle out of it.

And for what it's worth, when we promise dedicated resources we actually mean it. Our VDS lineup has pinned cores with zero overselling on the host node. There's a reason why we've been so popular in this specific community. That being said, there's also a reason why our prices aren't €9 per VDS.
As long as vCores (and memory) are available for 100% usage whenever needed, that is only important thing for most of the customers.

Are you willing to put same details on your dedicated core VPS web page so that customers know exactly what they are getting.
Considering the "Neuland" Internet is here in Germany, I am not sure the respective public organs would even be able to tell the difference between a dedicated core and one that isn't.
Yeah, i guess any kind of official action in this regard would be a first-of. In the end the difference is not that hard to explain though. It's basically a dictionary meaning after all and there's enough simple examples to draw from.
Still it would probably be a bit of a hassle, that much is for sure and i don't know how willing to act the Verbraucherzentrale would be when one isn't the affected party (read: doesn't have first hand documentation). Besides, i'm kinda positive that @dataforest will draw some conclusions from the whole fiasco and improve transparency/safety margins, so maybe the whole thing will solve itself anyways.
For the prices you're asking I can buy a dedicated server, so what exactly do you bring to the table here ?
I felt like I was going crazy and/or doing something wrong seeing how many people are defending selling "dedicated cores" that are really standard oversold vCPU/shared. Maybe I'll have to put more effort into terminology and marketing for that, as to me dedicated core = physical core on the CPU. Our VDS line-up is the same, with spare cores left for the hypervisor as well. It doesn't matter if everyone idles it, they're paying us to keep those cores/topology locked to them and that's the agreement.
Oh shoot, this reminds me of Contabo's tagline "German Quality Since 2003"
