Required specs:
1 vCore; 512MB RAM; 10GB storage (SSD not required); 100MB network speed, 500GB traffic, IPV4 required.
Budget is max 3$/mo for every VPS.

    Not sure if yearly payment is an option for you but a couple threads below yours https://lowendtalk.com/discussion/193032/update-vps-for-11-50-year seems like a pretty good (or rather unique) deal for Moldova if you want to take the risk with a rather unknown provider.

    Czech hicoria seems the cheapest, out of your budget still doe
    In hungary theres hostingbazis.hu, pretty cheap
    In bulgaria theres tsbg.eu but its not cheaper than alphavps
    in france are a lot like harmony, dyjix, librahost, adkynet and so on
