The only place that never had a provider ever scam anyone or disappear is Antarctica.
Only use providers with a .AQ domain.

According to Western experience, there's nothing inherently wrong with this behavior. Many startups are launched, and it's not unusual for many of them to fail, ultimately affecting their investors. This is simply a fundamental aspect of capitalism.

No doubt. But even then customers are owed a full refund for services not delivered. Unless there's an official bankruptcy filing.
In theory, yes, it's possible. However, in real life, I've seen many cases where people have lost not only money but also equipment. For instance, the Burst.net story comes to mind.
Two wrongs don't make a right. Just because there were providers that wronged customers in the past, doesn't justify or excuse it from happening again with other providers.
