Contabo is probably the best bet. FYI I'm running a server and am seeing around 6gb of memory usage, you might not need the full 16g.

Recommend over 32GB for stable operation.
It is possible to start the server with 8 GB, but the further you play, the server will crash due to out of memory.
Network UDP Port 8211 (Default) Port forwarding required.

The fine gentlemen here say they can have 10 players with 6 GB. Maybe 32 GB is for the client, not the server.

I'm running mine on little creek, getting the 8c16g vps for $7 a month. it was the cheapest I could find on here with a few hours of effort.
Will be requesting they move the VPS from their Texas to Los Angeles, then it will be perfect for my needs (lower ping)
also enable a massive swap file? Cause swapping to SSD isn't that bad, then technically never run out of ram
