Yes, I see there was one DDoS attacker on your host doing an outbound attack, that's why the sending rate looks low in the test results, I think it would be different now.

Yes, but it's still fair use.
for example for all new servers there is a limit after which speed will be restricted, the limit is just to prevent abuse, it will be removed or at least changed at first if you really need it. Often clients from Turkmenistan came and put a VPN for probably the whole family, I don't know, but their consumption was above 1gb/s on a couple of servers almost all day long, and this is certainly not fair use.
Yes the DDoS protection was on my mind too because at first try i was kicked from my SSH session^^

1TB limit is only on promo tariff, and I wrote earlier why it is needed.
nothing, the server will continue to work, the speed will be limited to 10mb/s, if you think you are using the bandwidth fairly, we will reset the limit for you.
at 3900 you can select GEO which will be for the address, but the location is Frankfurt.
e.g. you can select GEO NL, but the server will be in Germany.
I don't offer those services.

Forgot to clarify, the promo had a 200mb/s limit on it before I made it 1gb/s, I changed it recently but apparently after you did the test

so you should write down the BW is 1TB not fooling clients with Unlimited Fair use and were it's limit to 1TB
