You need your own datacenter to reach these prices.
A lot of automation, volume and therefore a good reputation.
It takes years to build that. There aren't many players who can do that.

OVH, for example, is in the same league.

True, but I was looking at pricing for equivalent servers

And if you go to the Auction server section for Hetzner, there are loads of servers for less than 30,
