Insurance? You think LET should become a financial istitute? Or just to have a staff member on the side use his personal PayPal for said ”protection”?

Providers would spend 10k a year if monopoly would be guaranteed. 1k is peanuts for traffic received. Look at wht. Someone spends money in that graveyeard to this day.
