Where did I say the network is tier 1? Nowhere. There is a difference between getting your bandwidth from your colocation/dedicated server provider and actually having direct connectivity.
I can see why you’re confused, point taken. On the next ad I’ll put a little more context into it!
Not getting bandwidth from colo provider doesn't mean you don't pay upstream.
If you pay Cogent for transit, Cogent is your upstream.
If you claim you don't pay upstream, it must imply you are T1, because only T1 ISP doesn't pay upstream.
