It is hard to find managed WP hosting with your budget. You can only use basic shared hosting with your budget. My personal experience to use managed WP hosting is quite expensive, for example using WPEngine as provider. This is managed WP hosting, but there are no plans that only cost $5/month.
I believe you must increase your budget if you really need managed WP hosting. If you are able to manage your own WP, then you can just spend $5/month and many hosting provider support it. I would recommend Asphostportal and SG. The minor thing about SG is their renewal price can increase 3 times higher.
They both do the massive discount for 1 year then a big price hike. Siteground is less pronounced, but if you're happy to move (lots have migration tools these days), then you can bob around. Being LET though I'm sure there are ongoing ones for around $1 a month.
Will the $1/month providers on LET be up to par, providing the same quality of service as SiteGround and NameCheap?

That’s the big question. I want to just host and not worry about it going down or having issues that need fixed etc.
I’ve come across a hosting plan called Quantum from WPMUDev but it says some features are disabled. At that price point wp.com annual plan of business seems a better option
