I'm not sure why the connection speed to Vietnam and Philippines is too low.

Look at ping - both of these locations have almost 200ms which is more than Europe-SG. Probably route goes to USA and back to PH/VN. You can verity it by running traceroute command.

Bad routes are normal in Asia. Good routes in Asia are crazy expensive and provider couldn't include that much traffic if they would choose more expensive routes.

Yeah. My local ISP (telin) are like that. If hosting provider has excessive inbound/outbound to my ISP then the routing will be re-routed to another location. Except hosting provider want to direct peering with them.
