Regarding the routes, it would help to open a support ticket with some ping & mtr results, with the source and destination IPs. My colleagues will check with the Singapore NOC and see what can be done.
Anyway, the IPs you mentioned are in the same range, and it seems that your VPS has been provisioned on the same node with the other server, so they should work the same.
