It seems that the for Windows and for Linux has the exact same setup, but why 1$ more? Since you don't include the license?
Because Windows takes all the RAM that is allocated to it regardless if it needs it or not.

Linux users can't use all the RAM?

VPS providers often overprovision hardware with more VMs than they have CPU/RAM. Users are expected to not use 100% of their CPU/RAM at all times, which is how they get away with it. If Windows gobbles up all 8GB RAM that's given to its VM, then that leaves less available for other overprovisioned VMs. Linux may only use a portion of its allocated RAM, which means you can fit more Linux VMs on a single machine and make more money.
