There are a plenty of VPS Resellers. Search as "VPS Reseller pool packages" in Google.
But instead of going with VPS Resellers. Better you can go with Cheap and Best Dedicated servers and you can sell a VPS for low cost to get a minimum clients.
You need to finalize which VPS panel you going to use like Virtualizor, SolusVM, Proxmox and etc.,
