I have a VPS with dedicated IPv4 and 3TB/month for $21/year which I'm selling for 10€, possibly this is a better price than shared hosting. You can install a web server on it to serve Wordpress or whatever and it becomes your own personal web server. Link with details.

Depends on your requirement. If you're looking for Linux, DigitalOcean is good option since they are cheap. For windows hosting, I personally recommend Asphostportal, I'm using them and I've been with them for years.

DigitalOcean fairly cheap, they offer VPS plan but you must have knowledge to manage your own server. If you don't have experience in managing the server, you better go with shared hosting.
FYI, it is hard to compare DO with Asphostportal since DO more focusing in Linux VPS platform. In other hand, Asphost is totally windows hosting provider and you can host both Asp and Wordpress on their platform. For me, Asphost is pretty cheap and they are reliable. I personally can recommend their service.
