I believe it has been delivered. Blesta only runs CRON jobs every 5 minutes so it can be a bit delayed if you order just after a CRON has ran.

Yes. However, you'll be limited by the combined usage. So lets say you just have 2 sub-accounts with 6 cores assigned each, then both users can only actively use 3 cores each or any combination below 6 untill the reseller and all accounts below gets throttled.
"Overselling" is allowed with both storage, cpu and RAM. Additional CPU/RAM can be bought if needed.
Traditional reseller limits can also be applied where each sub-account has a fixed amount of CPU/RAM.
Gotten a few PMs asking about private vanity and nameservers. So updated product description on the site and posting here, private name servers are provided for resellers and it is possible to create nameservers using your own domain.
