I know this probably doesn't apply here, but incorporation location != VAT registration. For all I know, you can get registered for EU VAT purposes even as a Chinese company if you meet some requirements.
@dfroe also you do not necessarily have to buy from an EU VAT-registered entity. As long as you have an active EU VAT registration yourself and the invoice you receive from American (third country) company has all the details required by your local regulations, you can use the reverse charge mechanism, resulting in effectively paying the amount on the invoice, without additional VAT (because it cancels itself out).
Allow me to ask you this ... which details would be required? Does this vary across the EU or is there a standard? I am specifically asking about Greece if that helps.
You can make your life a lot easier if it's automated taxation within the EU.

If this is purely about VAT/billing in EUR then the advice given before applies. If by "EU-based" you are primarily seeking GDPR compliant digital services, operating within EU legal jurisdiction through a reseller to a US service then that's a heck of a lot more complicated.
Well, buyer's details would be a good start. A lot of U.S. companies seem to have problem with that...
You have countries in which most scraps of paper are valid invoices, and then you have countries that require specific wording or layout to be considered a valid invoice.
