I am far less impressed with people here who offered to help Otus. They may not have fully considered the ramifications of helping a minor circumvent "censorship". Otus seems like a good person who would never do anything "bad" or illegal, but let's pretend that they are not. In many places, helping Otus bypass those restrictions to access pornography, drugs, criminal gangs, or certain politics is a serious crime, subject to criminal penalties, including long prison terms.
Clearly people here are trying to be nice, helping a young talent in an esoteric, technical field. I get that. But different places have laws governing interactions with minors. Imagine that you help a 13 year old neighbour bypass special filtration software on their computer that blocks inappropriate websites, which was installed by the neighbour's parents. The 13 year old uses your hack to access pornography, and they are caught by the parents. The 13 year old tells the parents that you hacked the computer to bypass the filtration software. What do you think would happen in the country where you live?
