Yes, there is many things that can be done but bare in mind that those things are likely to only be done by 1/10 people. Most use cases for this amount of bandwidth require much greater CPU power, for example you couldn't serve 10G of SSL HTTP traffic on an E3.
As soon as you want more power, Tempest charges far more. It's smart marketing

E3 is honestly still good Hardware for most applications nowadays. Alot of our customers run game servers for example on them.
If you're pushing a lot of Data with other hosts offering 100mbit or 1Gbps Ports you're going to run into Issues with Port Speed before you run into Hardware Limitations.
Here you get the best of both worlds. You get Decent Hardware + 10Gbps Port Speeds for a Price Much lower than most of the Competition.
The >10Tbit DDoS protection is something you don't find anywhere especially for $80 and in Tokyo Japan or other parts of Asia.

Does the server support BGP session?
CPU is enough to max out 10G port, but thats where the power ends. Running any service utilizing that 10G port will max out the CPU.
Its clearly designed so that the user won't be able waste expensive asia bandwidth.
Its 35€ second hand CPU with bad passmark.
Still, this is likely the best deal out there for asia. Unmetered above 1G port including the dedicated server itself in tokyo/asia for under 150 USD is insanely good deal. Usually even the bandwidth alone costs 50x this price. Not to mention there is anti-ddos.
