Because it's meant for Providers, with a Provider tag.
So you paid $768 (256x$3) for 256 FO IPs then you want it rent it out? Or are you just wanting to resell a rented OVH server with the "ability" to buy 256 IPs?

OP doesn't "own" the IPs even if he/she has it - they're OVH's.
There seems to be some uncertainty on how this works, if it's even allowed, and the processes behind it.

Why would people want to rent from you at put themselves at risk of losing access to the server/service if for some reason you stopped paying for it?
Why would you want to rent out your server and put yourself at risk should there be any abuse or malicious activity being carried out from your server?

You are not a provider. If you don't want the server, check the rules for the Service Transfer section and post it there if you meet the criteria.
I agree with the notion that this thread should be locked, since OP is trying to make an offer without a provider tag. If they had a provider tag this would not be an issue.

No, but personally, if I really wanted it, I'd just go and get it directly from OVH, for peace of mind, and won't have to worry about losing access or you ignoring your invoices and ditching the server.
So do a proper ownership transfer (not rent out) of the server/service and you can get some of your money back.
Now if you want the server back, go work it out with whoever you've transferred it to
