This is an upgrade to the hardware but a downgrade to reach individual VM.
Each VM is allocated X cores with Y% persistent use allowance.
By changing to a CPU of the same generation but lower frequency, the performance of each VM decreases.
Unless, you add more cores or increase fair use allowance to each VM.
Already we had optimizations to work under 3.5GHz while idling (no reason to have 300W + per hour all the time, even with idling VMs) and according to https://cpubenchmark.net/compare/Intel-Xeon-E5-2637-v3-vs-Intel-Xeon-E5-2699-v3/2383vs2366 single core performance is almost the same.
