Consider using IPFS. It has public gateways like on the ipfs.io itself, cloudflare-ipfs.com, gateway.pinata.cloud, dweb.link and others.
However, keep in mind that even if you have great and robust failover on both the servers and DNS, sometimes the whole DNS zone goes down for some amount of time, and you can't do anything about that.
