Alright I think I kinda solve that issue using the proxy,
Anyway there is important issue I forgot about, which is sending emails, either form the VPS or shared host account, I couldn't send any email using PHP, I need it for contact form in case anyone visited my site wanted to create request ( Since I offer web design service ) , I need it too test WP themes I develop before I send it to the client they all need PHP email function to be working.
can you explain to me why these simple functions not working? , are you and others blocking emails port or sending emails in general? I read that on other provider comment, If so, please at lest give notice before anyone ordering that email sending is blocked .

We actually do not block such functions on our end, it might be an isolated issue with the script, or some sort of misconfiguration (really hard for me to say without looking at it, these are just possibilities).
