Hetzner became meh after the ip price change, and well they were always kinda meh bc of dmca and how they handle abuse.
And they start charge Taxes for sales in US?
The sudden roll out of a USA DC tells me that the price hike is them trying to force everyone doing cloud/etc out of their DC.

E.g. look at www.hetzner.us and than at ash1-speed.hetzner.com and than look up Hetzner US llc.

I'd consider hetz in us for bare metal.

Hetz creeping into the same direction as online.net. Eventually they will became standard, faceless and greedy.

But truth is also: I don't care about ipv4 prices, e.g. as I don't do hosting or the like.
So your feelings may differ.
Hetzner EU to US isnt that great, but it would be interesting giving the US a try if the pricing is similar. I figure they'll probably open up a different US company.
