Yeah I wouldn't judge it on clock speed alone. For example a 2.8Ghz EPYC feels significantly faster than something like a Xeon E5-1650 even though the E5 has a higher clock speed (3.2Ghz). Processors have improved a LOT since the early 2010s and modern processors will give you better performance even at a lower clock speed.
That and the old Xeons only have DDR3, and the performance difference between DDR3-1600 (the fastest speed Intel officially support) and DDR4-3200 is noticeable in use cases where there's lots of concurrent memory read/writes, for example when running a lot of VMs
