    Hmm. Most of them stopped offering HDD, now only SSD or NVMe.

    Are you doing market survey? I believe the following three kinds will be attractive:

    • Central locations on the internet like London, New York, Amsterdam, etc with decent connection
    • Asia locations including Japan, Hong Kong, Singapore, etc
    • Exotic and rare locations around the globe so we can have one more idling box

    Research basically. Find reviews, feedback and experiences of a provider. I don't use low-end services to be fair. That is mostly due to the fact there are few you can really trust. That is why I place everything in front of the price.

    Low end deals in datacentres or on networks that aren't typically low end. Or, a unique(ish) feature set like BuyVM's slabs and Anycast IPs.

    The 9000th Hetzner, OVH, Zare deal has no interest for me. Run your own network with a nice blend or for example be in a non-mainstream UK datacentre.

    The network thing is obvious, the DC thing is more for my idlers (i.e. I have a VPS with Mythic Beasts in Cambridge that does very little).

    In the US it's the city's internet connectivity. For the east coast Atlanta, central it's Dallas or Chicago and for the west coast L.A. Just because there's a data center is New Mexico, doesn't mean that's a good place to locate. Routing and a city's internet build-out are simply critical to data center location.

    May I know how much RAM, Core, Disk, and Bandwidth you appreciate under $5/mo?

    Just providers ignore it nowadays to avoid spamming activity + also IPv4 crisis out there. 🙂
