Dude, please moving from your ISP, no issue from OVH..
last time i checked, telkom have 2x100G equinix sg, and 2x100G sgix.
it's more like business decision to not peering with some network / selective peering

OVH and me tested this. If OVH routes the traffic via Equinix SG or SGIX, it wil results in 60% packetloss. That's why they route it via NTT US, but that results in 200+ms.
They prefer no packetloss over high latency. I agree but bro......
Can they route 40% of traffic through SGIX and the rest through NTT?
They Kind of tried that via TATA and TELSTRA. But TELIN/TELKOM is just rate-limiting OVH to get them pay for private peering.

No you won't, in business perspective its simpler to switch to another hosting provider. The pain point is on app/web users, you can't tell everyone to change their ISP.

Others DC in SG except OVH have 26 ms or less latency from Jakarta

Looks good to me. Are you running behind Zenlayer in SG? Should be good, Telkom have PNI with them, also in Jakarta.
If you expand to Jakarta with Zenlayer, looks like you're going to have a better advantage in terms of network than local players there
Maybe you can AWS Lightsail. They have private peering with Telkom.

It is caused by shitty Telkom but other datacenters in that area managed to fix it, probably by cutting a deal with Telkom.
I have no alternative in APAC that can deliver the same for an "normal" price.
You can try Phoneixnap but not sure how suitable they are for telkom users. But OVH spec and bandwidth offer is still the best price point in the region.

This happens to many country in APAC. And most will agree having higher MS probably better then losing packet.
Telkom sometimes do throttle to who that doesn't want direct peering / have a business with them
