    How far off shore? Can't you just get something from Hetzner's auction?

    I mean offshore is literally any location other than yours so unless you're in Germany then Hetzner wouldn't be considered as offshore.

    The companies offering those services take risks and you want it for nothing.. Whatever your budget is, it needs to be bigger.

    I know of epik / sibyl.li and an employee of epik who is from same country as you and can help you out if you wanna make payments in your currency. :)

    Not sure how other offshore providers deals with DMCA and such, epik does it better "as i was told".

    Use a Hetzner server and reverse proxy to it with a small offshore vps. That way if the offshore host eventually suspends your services you can just go find another vps and set it up to point to the backend Hetzner server quickly. That is as budget as youre gonna be able to do with dmca ignored stuff.

    Like Entexion said, youre asking for a lot from a providor and not willing to pay for it. Putting all your eggs in 1 dmca ignored host is not going to be cheap.

    Might not work for everyone, probably won't, but it has worked for me and a couple friends for many many years.

    If involucrated OK for you then with your budget you will find one day
    If non-involucrated needed, itll be hard for this budget and dmca ignore
