This is not true as user in in fact many places.
Eg. In Croatia streaming is cache - Cache does not save a file to your disk for later use (no INTENT), thus it is not downloading (INTENT to store). Streaming is not regulated here, which by how our legal system works (similar to UK, anything not explicitly illegal is by default legal, and laws have to be very specific) means it is legal.
That all assumes anybody would care about P2P anyway, our ISPs do not keep IP:Customer logs so the question unlike in eg. Germany or the US never arose at all.
