Without deep diving into any specifics, such as looking at the network paths/routes its taking to each location, utilization levels on both ends, etc etc, I can't say yes or no. But it's important to keep in mind that the network speeds on public speed test services will always fluctuate, based on utilization/load on the speed test server. In addition to, of course, the routing and geographic proximity to your server's location. Our Los Angeles DC-02 location uses Noction IRP (intelligent routing platform) to automatically select the best network routes/paths possible to the destination, and while Noction is not always perfect, we can always optimize routes on demand if a bi-directional MTR is provided showing that there is a problem. Do you have more west coast, or even a central coast location you can test from? Out of all those locations you mention, the only one I see in the west coast is Los Angeles. I see two locations in the east coast and a couple in Europe. All the other locations you mention there are quite far from LA, so if your main audience is in Europe for example you would want to choose one of our other locations, such as New York or Amsterdam. The general rule of thumb is to pick the server location closest to the majority of your audience that will be accessing the server, which is why we offer so many datacenter locations to choose from. We also offer a Looking Glass at http://lg-lax02.racknerd.com/ (with ability to scroll/toggle through other available locations at the top), so users can run network tests to determine which RackNerd datacenter location would be better fit for their needs, latency wise.
On a related note, we do have a blog post that goes over in detail how to run a proper, and accurate speed test using iperf (versus relying on public speed test services) - this blog post was written / oriented for our 10Gbps dedicated servers, and while our VPS's are on 1Gbps ports not 10Gbps, the information in this post is still relevant, and something you might find useful.
