These countries ignore US copyright laws including DMCA: Netherlands, Luxembourg, Bulgaria, Russia, Hong-Kong, Singapore, Malaysia.

Most countries in the world are DMCA ignored. Hosting presence it's just extremely limited to those who aren't (I'd love me some Data Center in Transnistria or NGK).
What was your point, here? It's not clear what you're saying wrt to what you quoted.
Pardon me but that's BS. One proof: the oligarchs - and it would even be perfectly legal to strip them of their loot. More proof: Just look at their tax rates.
Also, and funny, the russian state even provided art grants to pussy riot (whom they allegedly terrorized and beat up).
From what I see the problems wrt privacy, DMCA, etc are (a) that Russia takes it's own laws quite seriously, so if what a DMCA notice alleges also is against russian law chances are that either the provider will terminate your server or russian LEA will "look" at you, and (b) that it's perceived as perfectly normal to show id and/or tell address, phone etc. for many things, e.g. buying train tickets.
I had a few free-speech kind of sites in Russia and also know others who have and I never had even the slightest trouble although I had users who e.g. cursed president Putin quite harshly.
Re Kazakhstan I don't have any experience but I'd be careful there because, based on what I heard and read those two countries are not really on par and I'm not sure that KZ (unlike Russia) meets even just average standards in terms of law, de facto LEA, and liberty.

Try Macedonia, they are all local providers. I saw ads on a it forum about qhost they seem to be pretty decent. UNet is great company for cloud hosting as well and telesmart is ISP provider with over 10 years in the market.

I don't know anyone that had DMCA problems while using residential internet here however i am not sure about the cloud hosting.
