If you want your own (non leased) address space in RIPE region you first must become a RIPE LIR (https://my.ripe.net/#/public/membership) and secondly buy some IP space from places like https://ipv4.global/ or https://ipv4connect.com/
If you simply want to rent IP space and utilise it in your 1/4 rack then this thread has people offering different sizes, terms and RIRs. Otherwise your other options are places like IPXO or InterLIR (they have their shortcomings...)
The going rate now a days for a RIPE /24 permanent transfer is approx $8000 USD (+ your yearly RIPE membership) while leasing a RIPE /24 can be anywhere between $100-$150/mo for a /24
