Hetzner Cloud may be accessed from any place in the world that has internet access (assuming that access is not somehow blocked, censored, or otherwise restricted). The available cloud server data center locations are currently limited to Nuremberg and Falkenstein (in Germany), and Helsinki (in Finland). This has been confirmed by @Hetzner_OL.

Vultr? pretty much the same thing both are US companies with similar prices but Vultr got better user options cuz you get a direct noVNC access to a kvm box so you can get full disk crypto if you want
