Let's take $12 one for example.

During flash sales I was getting the "Three Extra IPs" one (FAT32 - 1358), I got it in final moment but, while I try paying, I didn't pass anti-fraud system check so I get my invoice declined. I try submitting ticket but no luck. Sad about it.

Today I woke up and hear someone said "OMG, @VirMach recovered all unpaid bills and we need to pay it ". So I login my account, it's there!

Time to pay.

I do wonder the same... I guess while trying to recover these kind of failed-at-last-step orders in an automated way, they ended up reviving invoices for cancelled services as well!?!...
