CPU: some 2-4 core, better than Atom, old model OK
RAM: 8GB
HDD: at least 2500GB usable (1x 3.5" used consumer model is OK)
Port: 1 GBit/s up/down
Traffic: 2TB outgoing
AS: one of the popular NL or FR ones, preferrably Leaseweb or OVH
Other: low-prio ticket support on weekdays, hard reset via webinterface, reinstall via webinterface
~20€ incl. tax

Other than that, I'm just looking for little things like a proper frying pan, hair trimmer, U-shaped pregnancy pillow, neck support pillow, magnetic knife holder, ultrasonic cleaner, a microfiber overall that is not an animal costume, a pair of sneakers, and a pack of those snoring-stoppers that you shove up your nose. After that I'm broke till next year :-(
