I want to try a script. I need a simple cpanel with mail server to try a script whitch is send email when a user use it in html form with action tag and see how it works.

I think none of the paid host providers will offer this. Due to the nature of this script may blacklist IP and get a penalty of $150-$200 from datacenter just for this free offering.

Wut. Penalty of $150-200 USD for a blacklisted IP...? Wut? You should move to another Datacenter. Spam is no good but RBLs happen every day. If your DC is charging you that for a blacklisted IP then you really need to move.

32bit is more than enough space, for example 24 bits are enough to virtually flip someone off. It's a combination of two dot characters and the letter i, naturally i won't be posting it here. Now, put that in an IP packet payload and in the right numbers, thus having done the math, you can take down whoever and deliver the message also.
I've used MailTrap for such testing and it worked far better than trying with real servers for testing.
