How to check if issue is at network layer?

I have a server with a new provider, with Uptime Robot running on the domain and IP to monitor when the server is inaccessible. I can see from my server's logs that there is no downtime or load issue whatsoever. The company says 100% uptime.

How can I go about proving the issue is at their network level? I've contacted them today for the third time and they say it would be something with my server setup.
