Powerdns not responding after upgrade from debian 6 to debian 7

I dump and import all the mysql database.
When I run a test dig @localhost a domain.com
it shows fine.
But when test outside, it is not responding. Kill me 2 hours, still not figured out why.
Do you guys have any suggestion? Or maybe I shall stick to debian 6

it's basically just upgrade 2.9.22-8 to 3.1-4

I already followed that. Fist test with dig, it seems working, but not responding outside
now test with netstat -tap
find it is not running correctly
fix, after check again with tap, find bind9 is running instead of pdns. remove bind9, everything seems fine now.
