You could do that with a Scaleway vps as @mtsbatalha mentioned (it would be within your budget too), but performance might not be what you expect.

On a serious note, the closest I've seen any provider come to that budget is Liteserver during 2017 BF:

I'm skeptical about those liteserver and dediserve ssd offers as being pure ssd rather than cached hdd. The math just doesn't work for pure ssd. Scaleway is subsidized by the FR government and might not care about losing money, but liteserver and dediserve are actual businesses .
They can have some of those expensive de-duplicating storage systems, that could do the trick at scale.
