    Well extremists will play the persecution card in literally every situation.

    So if I create some campaign to smear and call for the murder of people in my country who say, work for a foreign Italian hosting company, and someone acts on it and we get a post finding our sweet Mao is dead, my type of speech is defensible? I really doubt someone would be targeting employees of foreign Italian VPS firms unless I was so persistent in my efforts to make them a target.

    It should be noted that things like "hate speech" are fairly unknown in Asia and in special the US.

    EDIS:

    We allow very much anything text based, only exception is written child pornography in Germany (Yes, they consider (no matter if fictional or not) text that may contain minors as full blown child pornography... the book "Lolita" for example is banned and was confiscated in the past (and burned)).

    Some situation analysis/EU:

    I'd even go as far to say that holocaust denial is acceptable (at least in our US location, EU not so much) as it is still an opinion that should be able to be expressed and not censored, no matter how wrong it may be (I am on the view of the Libetarians here, less government influence)

    Hate speech is an issue in Europe but this differs by country, most 'leftist' content is ignored and right content just needs to be positioned correctly (i.e. not in Germany but rather in Hungary, another rather right wing country, or free speech proven countries like Sweden).

    Whistleblowing content is not really an issue in most (if someone complains you better go right to the EU then and skip the national government, they sort that out fast and well usually by contacting the ISP directly and explain rights on EU level) but can be in others (not in personal risk but merely in disabled services with vague reasons).

    Anti-Islam or anti-muslim content should be fine in any EU country currently if it is not classed as hate speech (varies GREATLY by country, from current laws i am fairly sure that stating "muslims out of europe" would be maybe (but not very likely) hate speech, but stopping to spread koran schools, sharia or building of mosques would be fine - hell, in Austria even political parties say exactly that.).

    Traditionally western europe (Austria, Germany, Switzerland, Netherlands) and northern europe (Sweden, Norway, Denmark to limited extent) are more pro free-speech (ex. political things like corruption) but have issues with holocaust denial and similar.

    Eastern europe (Poland, Slovakia, Hungary) does not care much about such things but can get problematic with local issues (ex. corruption, integration problems) and religion (Christianity is really popular and well connected there).

    Southern Europe (Spain, Portugal, Greece, in this example also Italy) has no real use for anything in free-speech regards (more copyright), but may be suited for anti EU content.

    Good suited hosting and backing for such things usually means hosting outside the target country, prefferably in one with favourable free speech laws (USA, Canada - both will not care about your EU stuff and have very good free speech laws + EFF/similar to protect you) or if you really need to have it inside the EU a country with favourable legislation and maybe pro views on your content.

    Solution:

    If you are already a political party you can pretty much also simply host at home, your content will be protected by local laws as required by the EU charta (see German NDP, Orban in Hungary, Austrian FPÖ and BZÖ).

    Based on the content from this thread i would recommend eastern europe (Hungary in specific) due to the local right wing government and general high degree of freedom in foreign content that has no impact on Hungary.

    Another option would be Canada or the US, this content should be fairly well protected there and you can if required acquire rather cheap DDoS protection.
