Can't find any info about it being free for locals on their site(it barely even loads), but tbh if they'd just drop one 0 off the price I'd buy a couple. Dunno why they thought setting it so high was a good idea.

for 3 character .id you need to pay idr 15m / +- $1105 (include first year) + administration idr 110k / $8.1 + tax 10%
for 2 character idr 500m /+- $ 36832 + adm idr 110k / +- $8.1 + tax 10%
also you need to prepare some legal document.
