It will cost more than what I have.
Obligatory warning: avoid any consumer-oriented laptops, regardless of brand. Especially 'gaming' or 'multimedia' laptops. They're almost always poorly designed, difficult to do maintenance on, and fail early; often either the fan(s) or the power brick will give out within the year, even with careful usage. They're designed to be marketable (ie. impressive-sounding specs), not to last.
Business laptops (including 'mobile workstations' as higher-end options) will cost you a bit more, but they'll last considerably longer and give you much less grief.

I really like my Toughbook CF-H2 mk2 it has a 1.8Ghz i5 ivybridge dual-core with HT and 8GB of RAM and it cost me ~$200 on ebay, even came with a windows CoA. Its about on par with the ivybridge X1 Carbon
You should get a mac. I have one from 2007 that runs better than most of the stuff people get today. But if you stick with PC, please take the advice below.
why not to use Surface? as can be used as laptop and tablet on go.

I've owned Dell Latitude and Inspiron, and Samsung laptops as well as Toshiba (not made anymore), and I can say their more expensive models are pretty robust and functional which is why I recommend them. I've also been leased ThinkPads from school and they're also really awesome user-serviceable machines, so are the Dell Latitudes.
I wouldn't consider any non T/X/W series Thinkpads. They only share the name, not the same build principles.

Yeah I like the surface, however he seems to be just looking for a laptop replacement with a specific screen size and a user-swappable hard drive. I have a Surface and love it for what it is though, would choose it over an iPad any day. Plus the Surface is out of his budget
The E series has serious heating issues. As @vimalware mentioned only the T/X/W series are the real Thinkpads.
Even the 2010/2011 ultraportable X series I've played with have held up well under tropical weather and dust.

Not really, I know how to be safe with Windows. Mac is garbage. Every OS has vulnerabilities.
The need to feel safe tells me enough about how you view Windows.
I have gone through a lot of laptops over the past few years and am sold on either a used/refurbished Macbook or a Chromebook with Linux.
Chromebooks are tough to find at a good price point with the necessary RAM && a backlit keyboard.
Acer, Asus, HP, Lenovo, Dell - I've had different iterations of them over the past 4 years and stand convinced you either want ultra cheap (chromebook) or higher end (used Macbook) and nothing else.
Even Linux based laptops like System76 seem overpriced to me.
Just my 2 cents, but an opinion rooted in a lot of real world pain.
Eh, sure the build quality is a bit worse, but it's still much better than most laptops for the same price. I have a L460 and it's great.

Personally I'd recommend either the Thinkpad E/L series or, if you cannot stand the Thinkpad design, a HP Probook.

I got a new laptop last year, it is a X1 Carbon. Good laptop. Backlit keyboard. Thin, lightweight. Not cheap, but I would say it is worth what I paid. For $700 you may be able to get a lower end model which meets your specs. However, it is not 15.6" it is 14". And you cannot use your own 2.5 SSD, it has an M.2 drive and you can use your own M.2 drive though.
