Finland!!! That's for sure. It's extremely hard to find VPS in Finland. Almost mission impossible. Sometimes I get impression like even those few existing Finnish hosts don't like foreigners and offer service explicitely to .fi population. From my observations international demands for finnish vps hosting exist but no one to offer it yet. Market niche?
Next choice would be Norway. It's a bit easier to get VPS in Norway than in Finland however even those are usually in higher pricing range (expensive).
Sweden... well Sweden is interesting location for sure and I like it but it was always easier to get VPS in Sweden than in Finland and Norway.

thought so (Finland). Definitely a market niche, nowadays the basic parameters to explore this niche are rather disadvantageous though. Quite surprising when we think back over 20 years and find how important for the internet and its development Finland was back then - the universities, Linus T., sheer endless anon ftp, usenet in abundance, IRC, etc...

@liam - yes, its quite paradoxical that Finland's bw prices are comparably high now. We do not own our DCs, however - we always rent space (racks / cages) from DCs we feel confident about. Doing too many things at once tends to have adverse side effects, it is hard to focus on everything, so we left the connectivity to those who specialise in it.

Norway would be the most expensive Nordic country, and Sweden/Denmark the most affordable. This is a Norwegian host:

Glesys.com in Sweden provides good dynamicly resizable VPS.
Not cheap but matching your budget.
In Finland, shellit.org looks good but it's 16.93€/mo for 512MB of RAM and 50GB of BW. If you contact them, you can probably negotiate a smaller plan within your budget.

In terms of getting what you pay for (performance), Glesys provides close to nothing in comparison with Gridlane by Portlane or EDIS.
I am certain they will improve sometime in the future though.
EDIS have a sweden location, I have one there used for NS and have been happy with it so far!
Tallinn, the capital of Estonia is only a few milliseconds away from Helsinki as it's just across the baltic sea.
In fact, most of the bandwidth gets backhauled to Helsinki with Torqhost, an excellent host.
Ah, i am not too interested in Sweden but more of Finland, Norway and potentially Denmark.
