Seems harsh considering my reason for editing the thread was to not waste anyone's time. I edited the thread roughly a minute after it's creation when I realised only the host could fix the problem.

Maybe ban the whole IP range of what country he's in? It'll prevent him posting no matter where he goes.
If he VPN's, I think a worldwide ban should fix?
