Windscribe does a residential ip. It's a paid extra on top of their regular vpn.

Mysterium vpn or buy dedicated residential proxies from somewhere like IPRoyal

We usage big 1.7 millions residential IPv4 (AS 9050)

As the title says, I am looking for a Residential IP-based VPN that is in the EU (preferably in Ireland or Spain). Throw some offers my way, I don't have a budget in mind.

I don't think you can reach 4PB of monthly traffic on a less than 1GbE residential line, sorry to point that out.

We usage big residential ASN , well It's very good for streaming

That GPON piece of crap is for residential use. You can ask RDS to replace it with some older Huawei without wifi, which are more stable or you can buy some Mikrotik gear and emulate the GPON entirely

We usage 1.7 millions IPv4 residential ASN and coming soon start add other additional 250k IPv4 residential ASN

Personally I don't know any VPS provider running in a residential ASN.

You should keep in mind that residential ISPs most likely rely heavily on local peering. Make sure you're getting 1Gbit/s symmetrical for outside your country as well.
