As the title says, I am looking for a Residential IP-based VPN that is in the EU (preferably in Ireland or Spain). Throw some offers my way, I don't have a budget in mind.

Windscribe does a residential ip. It's a paid extra on top of their regular vpn.

You should check https://anonymous-proxies.net/, they sell DE, UK, AU, IT and FR Residential VPNs. Other locations are available as well but I only mentioned the EU locations since that is what you are looking for, I hope it helps.
