He's right. Most people accessing the BBC using a datacenter IP aren't license holders and 'watching' it. The general solutions utilised for this purpose are therefore proxies (residential IP) or VPNs

in some cases - when the provider provides both residential/business services and datacenter services (used to be the case with m247).

Probably not if it's a full connection VPN (wireguard, etc). In that case we'd see the IP on our billing as your home IP. That's why 'residential proxies' are a thing.
