They're pretty reliable, but second-hand LTO machines won't be able to read the latest, densest tapes. There comes a point where it's cheaper just to buy hard drives as the investment pays off sooner

not NL but DE, and VPS aren't very cheap, but noez.de has really cheap addon IPs if these drawbacks are worth it to you in case you wanna get more than 3 IPs in the future, half a euro a month per IP,

For my home lab I want two dedicated ipv4 addresses and yes a nice ipv6 block. There are services that sell IPs but it seems a VPS is cheaper for this.

Lastly trying to check whats the actual situation of handshake domains and if the prices made some changes.

It’s not logical to expect the same service quality with 1/5th of the price that you would get from big players. One should always expect downtime and problems, especially with cheap hosting services.
